10        Mayoral Minute

10.1       Mayoral Minute – Memoriam of John Corbett

Councillors paid their respects to the late John Corbett, a well-known Picton businessman, who recently lost his life under tragic circumstances.

The Mayor passed over to Councillor Khan who requested one minute silence be observed in recognition of his contribution to the local community.

Councillor Briggs proposed that Council name the cycle path in Picton after Mr Corbett and potentially another significant piece of infrastructure down the track.

Monday 19 August 2019 3rd Annual Western Sydney Aerotropolis Summit

 

During August 2019 Council received 3 applications for Donations.

•        Application for $250 donation from Tara Boyd to attend the Australian Karate Federation National Championships in Noumea and Chille in August & October 2019.

•        Application for $500 from the Appin Public Scholl P&C Association towards the Appin Wheels Festival to be held in 15 September 2019.

•        Application for $250 donation from Zoe Daniels to attend the Coles Little Athletics U15 National Camp in Canberra in October 2019.

•        Council will be providing a $200 donation to Picton Harmony to perform at Christmas in the Botanic Gardens on 13 December 2019.

 

The requests have been assessed against the Financial Assistance Program criteria’s and deemed eligible to receive funding through the Donations Program.

 

Council has been approached by the Wollondilly Heritage Centre and Museum requesting a loan of the original quenching trough located outside of the Old Post Office building in Argyle Street, Picton.

Council has sought advice from their Heritage Advisor, Peter Kabaila in regards to this request and Peter has advised that given the Wollondilly Heritage Centre and Museum is in the process of setting up a replica blacksmith’s shop display at the museum, inclusion of this item would give their display authenticity.  In addition it would also be kept undercover and therefore will have better care than where it is currently located.

On Wednesday 17 July 2019 I attended the Funeral of Peter Shearer.  I would like to thank Deputy Mayor Matt Gould and Executive Director Ally Dench for also attending.

 

Mr Shearer was a long-term servant of NSW Rural Fire Service (RFS), notching up more than 50 years of service with the Wilton brigade. His passing is a great loss for the RFS, the Wilton community and the shire as a whole.

 

 

On Thursday 18 July 2019 I attended the Penrith Mayors Cup and would like to thank Deputy Mayor, Matt Gould for also attending.  This event was held at Club Paceway Penrith.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

On Saturday 20 July 2019 the Mayoral Charity Race Night was held at Club Menangle.

This year’s event raised over $31,656 for the Kids of Macarthur Health Foundation.

180 people attended the event at Club Menangle to enjoy the great food, entertainment and racing, with Josh Webster from C91.3 acting as Master of Ceremonies.

I would like to thank Deputy Mayor Matt Gould, Councillor Michael Banasik; Executive Director, Ally Dench and Director Planning, Toni Averay for attending.

 

 

 

 

 

 

 

 

 

 

 

 

 

On Wednesday 24 July 2019 I attended the 40th Anniversary of the Appin Mine Disaster which was held at the Appin Mine Memorial Garden, Appin.  Around 250 people attended the memorial that commenced with a bagpiper flanked by 2 miners. Appin Primary School students sang a hymn and read a poem written by the son of one of the miners.  Around 100 miners from the Appin mine attended to pay respect to the 14 miners.  It was a moving memorial followed by flower tributes being laid by family members.

The new memorial was on display in the community centre and received praise from both community and family members for its representation of the tragedy.

On Friday 26 July 2019 I attended a National Tree Day Event held at Picton Sportsground which was hosted by Council’s Environmental Services.  I would like to thank Councillor Michael Banasik, Executive Director Ally Dench and Director Infrastructure and Environment, Alex Stengl for also attending.

The local native plants will enhance the habitat corridor for native animals.

On Saturday 27 July 2019 the annual Youth Solutions Charity Event themed ‘The Land of Make Believe’ was held at The Cube, Campbelltown Catholic Club.

I would like to thank Deputy Mayor, Matt Gould for attending this event on behalf of Council.

Local Government week 2019 was held from Monday 29th July to Friday 2nd August 2019.  This year’s theme was ‘Your Council’ and we had 6 sessions across the 4 schools who attended.  The sessions and activities were planned around giving the students exposure to a variety of the areas which Wollondilly Council looks after, the students enjoyed and got lots out of the interactive sessions.

On Friday 9 August 2019 I attended the South West Sydney Academy of Sport Graduation and Awards Dinner.

Mitchell Stevens from The Oaks was awarded the Hockey programs highest award and Lucia Mundell from Werombi awarded the coaches award for the AFL female talent pathway program.   Both of these athletes were presented their respective awards by Mr John Sidoti MP, NSW Minister for Sport.  The Athlete of the Year Award’ was won by BMX athlete, Rory Southwell.

I would like to thank Councillors Judith Hannan; Michael Banasik, Robert Khan; Blair Briggs, Acting Chief Executive Officer, Michael Malone and Executive Director, Ally Dench for also attending this event.

On Monday 19 August 2019 and Tuesday 20 August 2019 I attended the 3rd Annual Western Sydney Aerotropolis Summit held in Sydney and was a member of the Local Government Panel along with Cr Stephen Bali, Mayor Blacktown City Council; Kylie Powel, Director City Futures, Penrith City Council; Charles Casuscelli, CEO, Western Sydney Regional Organisation of Councils and Kiersten Fishburn, CEO Liverpool City Council.

1.       That Council notes the Minutes of the Local Planning Panel meeting of 30 May 2019.

 

2.       That Council prepares a planning proposal to amend the Wollondilly Local Environment Plan 2011 for land at Lot 12 DP 1122904, Lot 2 DP 8775785, and Lot 4 DP 1010127 and part of Lot 3 DP 1010127 as follows:

 

a.       Amend the Land Use Zone of the land from RU1 (Primary Production)

                          i.       to RU2 (Rural Landscape), and

                        ii.       an E2 (Environmental Conservation) or E3 (Environmental Management) Zone in the western portion of Lot 12 DP 1122904 to overlay the significant vegetation with the final zone boundaries to be determined following consultation with the NSW Office of Environment and Heritage.

 

3.       That the proponent be encouraged to continue negotiations with the owner(s) of Lot 3 to explore the opportunity for the provision of direct access from the existing school to Lot 4 (this could include the relocation of the access road of Lot 3)

 

4.       That the planning proposal be forwarded to the Department of Planning, Industry and Environment (DPIE) for Gateway determination.

 

5.       Council request DPIE grant Council delegation to make amendments to the Wollondilly Local Environmental Plan 2011 in accordance with Section 3.36 of the Local Planning and Assessment Act, 1979.

 

6.       That the letter to DPIE requesting Gateway determination also request the following:

a.       An updated Traffic study and plans for the Olive Lane intersection upgrade be provided to the Relevant Planning Authority which address the concerns raised by Council’s Infrastructure Planning Team which are detailed in this report.

b.      A Master Plan for the whole college site.

 

7.       That the proponent, landowners and persons who make a submission be notified of Council’s decision.

1.       DCP amendments to improve tree retention and tree protection.

2.       Tree replacement policy.

3.       Tree valuation and protection policy.

4.       Local significant tree register.

5.       Urban tree canopy strategy as part of the LEP review.

6.       A Notice of Motion be made in regards to a full vegetation clearance and sent to the Local Government Conference.

(a)     Road Closures Policy - PLA0025.

(b)     Restorations Policy - AP0036.

(c)     Commercial Use of Public Footpaths & Roadside Verges Policy - PLA0023.

(d)     Nature Strip Policy - PLA0012.

(e)     Street Signs - Commercial Directional & Business Directional Policy - PLA0030.

(f)      Fences on Road Reservations - Road Reconstruction Policy - PLA0026.

(g)     Property Entrances Protocol - AP0032.

(h)     Upgrading a Council Hall Policy - ASS0007.

2.       Adopt the new consolidated policy titled Third Party Activities on Council Land & Roads.

3.       Amend Section 4.4 Mowing of Footpath Verges to include where possible allowing verged gardens.

1.       That the Master Plan for Tahmoor Sporting Complex be adopted and implemented in a staged manner, exploring synergies and refined cost estimates through the detailed design process for each stage.

2.       That all participants in the engagement process be thanked warmly for their contributions.

3.       That Council submit an application through Round Two of the Liveability Fund to implement the first stages of the adopted Master Plan for Tahmoor Sporting Complex.

1.       That the Master Plan for the Wollondilly Community, Cultural & Civic Precinct be adopted.

2.       That all participants in the engagement process be thanked for their contributions.

3.       That Council proceed with an application through Round 2 of the Liveability Fund program to commence/implement Stage 1 of the adopted Master Plan.

4.       That a future funding strategy come before Council to identify funding options excluding an SRV.

That the Minutes of the Traffic Committee Meeting held on 9 July 2019 be received and the following recommendation be adopted:

1.       That we acknowledge the work of staff and the traffic committee in addressing a difficult situation.

2.       That we defer the decision to implement the suggested scheme and undertake further community consultation.

3.       That we invite all decision makers including but not limited to the local Member, the police and the RMS to an on-site inspection and discussion with the suggestion of the installation of an off road parking provision on narrow roads for the established residential area of Warragamba, using technical direction TTD 2014/003.

4.       That we also ask Nathaniel Smith to apply for a review of representations made for the parking fines instigated last December.

1.       That Council write to the Member for Wollondilly Nathaniel Smith, The Minister for Water the Hon Melinda Pavey and the Shadow Minister for Water Clayton Barr requesting that separate water restrictions based on the water storage levels in the Upper Nepean Dams be considered for Wollondilly and other LGA's which draw their water from the Upper Nepean Dams, given that these areas cannot be supplied by Warragamba Dam or the desalination plant.

 

2.       That Council request Sydney water restrictions levels increase if they continue to transfer water to Prospect Reservoir from the Upper Nepean Dam.

 

3.       That we write to our neighbouring Councils that are supplied by the Upper Nepean Dams, highlighting our concerns.

 

4.       That we write to the Minister of Planning highlighting the challenges of water conservation in our area and request this be considered in relation to growth in our region.

 

5.       That Council ask the State Government for a long term strategic plan for the Upper Nepean Catchment Scheme.

2.       That Council publish an open letter highlighting the disparity and circulate to media outlets.

 

3.       That a copy of this letter be sent to the Joint Association of Mining and Coal-related Councils.

 

4.       That Council write a letter to the Local Member for Wollondilly Nathanial Smith, Mark Latham MLC, Lou Amato MLC and Member for Camden Peter Sidgraves

1.       Disendorse all previous nominated panel members and alternative panel members once their existing considerations have concluded.

2.       Nominates the Mayor as its panel member 1 of 2.

3.       Nominates the Deputy Mayor as its panel member 2 of 2.

4.       Ensures all Councillors be listed as alternative members.

5.       Delegates to the Chief Executive Officer the authority to nominate an alternative Panel Member for Panel members 1 & 2 as may be required from time to time.

6.       Establishes a panel of appropriately qualified and experienced consultants and community representatives capable of being nominated as an alternative Panel Member by the Chief Executive Officer and endorsed by Council. This should include a disbursements schedule for community representatives. The consultants or community member be the fall back option in the event a Councillor is unavailable.
