Extraordinary Council Meeting

Thursday, 2 April 2020 AT 6.30pm

 

PRESENT:              Cr Judith Hannan, Cr Robert Khan, Cr Michael Banasik, Cr Blair Briggs, Mayor Matthew Deeth, Cr Matthew Gould, Cr Noel Lowry and Cr Matt Smith

IN ATTENDANCE:      Chief Executive Officer, Executive Director Community & Corporate, Director Infrastructure & Environment, Director Planning, Assistant Director People, Legal & Governance, Chief Financial Officer, Tourism & Business Investment Manager and Minute Taker

1            Opening

The Mayor advised that legislative changes to the Local Government Act section 747A now permits Council meetings to be held remotely using audio visual link and is open to members of the community via webcast.

2            Recording of the Meeting

In accordance with Council’s Code of Meeting Practice the electronic recording of the Council Meeting during the proceedings is not permitted. This includes devices such as laptops, mobile phones, tape recorders and video cameras.

3            Webcast Notice

Members of the public are advised that open sessions of this meeting are webcast live for public viewing on Council’s website. Audio and video footage taken is of the governing body only.

5            Acknowledgement of Country

The Mayor acknowledged the traditional Custodians of the Land:

I would like to pay my respect and acknowledge the traditional custodians of the land on which this meeting takes place, and also pay respect to Elders past, present and emerging.

6            Apologies and Leave of Absence Requests 

An apology was noted for Cr Simon Landow due to a previously declared Conflict of Interest in Item 8.1 – Wollondilly Business Support Package.

7            Declaration of Interest

Cr Landow previously declared a Pecuniary conflict of interest in Item 8.1 – Wollondilly Business Support Package as he is a business owner in the area. He did not attend this meeting.

Cr Briggs declared a Non-Pecuniary conflict of interest in Item 8.1 – Wollondilly Business Support Package as he is a small business owner in the area. He advised that it was less than significant and he intends to stay to discuss and vote on the item.

Cr Khan declared a Non-Pecuniary (less than significant) Interest in Item 8.1 – Wollondilly Business Support Package as he owns supermarkets in Bargo and Picton. He advised he will stay during discussion and vote on this item.

Cr Lowry declared a Non-Pecuniary (less than significant) Interest in Item 8.1 – Wollondilly Business Support Package as his wife is a business owner in the area. He advised he will stay during discussion and vote on this item.

Cr Banasik declared a Non-Pecuniary (less than significant) Interest in Item 8.1 – Wollondilly Business Support Package as he and family members are business operators and commercial property owners in the area. He advised he will stay during discussion and vote on this item.

8            Looking after the Community

8.1         Wollondilly Business Support Package

That Council:

1.       Endorse the first stage Wollondilly Business Support Package.

2.       Introduce the following initiatives, waive and defer a range of fees and charges for the next 6 months including:

·                Prioritising local businesses when planning Council contracted service delivery

·                Cutting payment terms in half for local businesses to help cash flow

·                Offering to defer commercial rates for businesses, subject to the landlords passing on this benefit to small business tenants

·                Waiving of environmental health inspection fees for small businesses

·                Waiving of fire safety inspection fees for small businesses

·                Waiving of outdoor dining and advertising fees for small business

·                Waiving of Council’s development application fees for small businesses

o      pre-lodgement advice fees

o      development application fees

o      construction & occupation certificate fees

o      related application fees under Section 68 of the Local Government Act and Section 138 of the Roads Act.

·                Rent relief offered for small businesses and community organisations using Council properties, upon application

·                Focussing Council’s Wollondilly Business team to implement a range of programs and resources to support small business through the economic impact of Covid-19 and recovery including:

o      engaging and communicate with local business

o      supporting business in seeking financial / non-financial assistance

o      reducing council costs for local businesses

o      coordinating support services for local businesses

o      advocating to Government on behalf of local businesses

o      adapting to a new way of doing business

o      promoting shop, visit and love local campaigns.

 

3.       Write to the NSW Minister for Planning & Public Spaces the Hon. Rob Stokes MP and the Premier to request that the NSW Government waive all its development application fees that are collected on behalf of the NSW Government by Council for small businesses.

4.       Consider and appoint members to the Wollondilly Business Community Taskforce.

 

On being put to the meeting the motion was declared carried 8/0
